Warning to the reader After this paper was written, we became aware of S.D.Cohen's 1998 result [C-Graph, Theorem 1.4], which is both sharper and more general than the result, Theorem 1.1, of this paper. We leave this manuscript up only because its techniques, quite different from those of Cohen, may conceivably be of some independent interest.
